MassCareers Functional Analyst
The mission of the Human Resources Division (HRD) is to attract, develop and retain a high performing workforce in order to ensure the delivery of constituent services across the Commonwealth.
The Human Resources Division/Business Enterprise Application Unit is seeking to hire a qualified Taleo (Oracle Talent Acquisition Cloud) System Analyst to provide maintenance and support of the Commonwealth's recruiting system, branded as MassCareers. Salary is based on experience and education. This position is confidential.
Under the supervision of the System Administrator, the analyst will primarily support MassCareers at a Tier II analyst level. The incumbent will be troubleshooting issues that arise via Tier I tickets, assisting on enhancement requests, testing system upgrades, and creating/updating OBI reports, as well as other tasks as required.
MassCareers Duties include but are not limited to:
Provide tier II support on escalated tickets
* Analyze system issues, review existing documentation and provide detailed solutions for end users.
* Communicate with end users at multiple levels of the organization to clarify issues when needed.
* Test solutions in lower environments as needed.
* Escalate issues when appropriate.
Reporting - Oracle Business Intelligence (OBI) and Commonwealth Information Warehouse (CIW)
* Create new OBI analysis based on requirements provided by end users.
* Will at times entail working collaboratively with end users to flush out their intended requirements after multiple report iterations.
* Update/Maintain existing OBI analysis, dashboards, and agents.
* Monitors daily OBI audit reports.
* Create ad hoc OBI reports and analyze results as needed.
* Combining OBI data with information found in the Commonwealth Information Warehouse (CIW) is sometimes required either via importing to an Access Database or via vlookup using Excel.
System Upgrades
* Will perform business test cases in lower system environments as part of readiness testing for new system upgrade releases.
Configuration
* Will perform light configuration work (EX: Creating/Updating job templates, Creating/updating question libraries, Adding Career fairs).
* Create new system users as necessary.
* Updating Onboarding PDFs when new versions come out (EX: Federal W4 tax form updated annually).
Integrations
* Provide backup support to troubleshoot Taleo Connect Client (TCC) integration issues.
Other Duties include but are not limited to:
* Update surveys via Survey Monkey and periodically pull results as requested.
* Run defensive reports using MS Access.
* Provide support with data preparation for quarterly user group meetings.
*Preferred Qualifications:*
* Experience supporting HR systems with strong focus on Recruiting/Applicant Tracking systems.
* Taleo Enterprise Edition (version 15 or higher) experience supporting Recruiting and Onboarding/Transitions modules highly preferred.
* Experience creating reports using Oracle Business Intelligence (OBI).
* Experience using Taleo Connect Client (TCC) for reporting/integrations.
* Strong communication skills - written and oral.
* Relationship skills - critical to build relationships with business users at all organizational levels.
* Strong technical skills, analytical & problem solving skills with the ability to multi-task and prioritize workload.

Minimum Entrance Requirements:
Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in electronic data processing of which (B) at least two years must have been in work in which the major duties included computer systems analysis, or (C) any equivalent combination of the required experience and the substitutions below.
SUBSTITUTIONS:
I. An Associate's degree with a major in the field of data processing or computer programming may be substituted for a maximum of one year of the required (A) experience.*
II. A Bachelor's degree with a major in the field of data processing or computer and/or information science may be substituted for a maximum of two years of the required (A) experience.*
III. A Graduate degree with a major in the field of data processing or computer and/or information science may be substituted for a maximum of two years of the required (A) experience.*
IV. A diploma for completion of a two year full-time, or equivalent part-time, program in a recognized non-degree granting business or vocational/technical school above the high school level with a major in the field of computer programming may be substituted for a maximum of one year of the required (A) experience.*
V. An official transcript from a recognized business or vocational/ technical school as evidence of completion of a program consisting of at least 650 hours of instruction in the field of computer programming may be substituted for a maximum of one year of the required (A) experience.
VI. Graduation from the data processing course of a recognized vocational/technical high school may be substituted for a maximum of one year of the required (A) experience.
*Education toward such a degree or diploma will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: No substitution will be allowed for more than two years of the required (A) experience.
NOTE: No substitution will be allowed for the two years of the required (B) experience.
